Recently, Hunan's first batch of stores that provide instant departure tax refund service began trial operations at the Changsha International Finance Square (IFS), one of the busiest shopping malls in Changsha. Eligible overseas travelers can instantly claim value-added tax (VAT) rebates at more than 30 brand stores in the mall.

近日，湖南省首批境外旅客购物离境退税“即买即退”商店在长沙IFS（国金中心）开展试点运行。符合条件的境外旅客在该商场超30个品牌商店购物可享受“即买即退”离境退税服务。

Compared with the traditional departure tax refund process, the instant tax refund service allows travelers to claim their tax refunds at shopping malls, instead of waiting until they depart from the country at ports. This enables them to more tangibly experience the convenience of the refund process, fostering a zero-time-lag cross-border consumption experience.

Tax Refund Preparations

退税前期准备

Eligible overseas travelers can go to the temporary Instant Tax Refund Service Center with their passport (for foreign travelers) or valid personal identification document (for residents from Hong Kong, Macao, or Taiwan of China), VAT invoice, the Tax Refund Application Form, and a credit card capable of a pre-authorization guarantee to handle the relevant procedures. Overseas travelers can receive a 9% tax refund on-site. After receiving the cash, they can continue to make additional purchases.

符合条件的境外旅客持护照（外国旅客）或有效个人身份证明文件（中国港澳台居民）、增值税发票、退税申请单和支持预授权的信用卡前往办理相关手续，现场即可获得9%税额返还。拿到现金后，旅客还可继续进行二次消费。

Tax Refund Requirements

退税满足条件

The following three requirements must be met simultaneously to enable the service:

享受离境退税“即买即退”服务须同时满足以下三个条件：

Firstly, the overseas traveler personally holds a credit card capable of a pre-authorization guarantee.

第一，境外旅客需持有可进行预授权担保操作的信用卡。

Secondly, the overseas traveler must depart from the Chinese mainland through either Changsha Huanghua International Airport or Zhangjiajie Hehua International Airport within 17 days of the invoice date. All tax-refundable items purchased must be transported out of the country either as personally carried items or as checked accompanied baggage.

第二，境外旅客要承诺在购物开单后17日内从长沙黄花国际机场或张家界荷花国际机场口岸离境，所购退税物品由本人随身携带或随行托运离境。

Thirdly, at each tax refund store, a single overseas traveler can only purchase a maximum of 50,000 CNY worth of tax-refundable goods per day. The term "overseas travelers" refers to foreigners and compatriots from Hong Kong, Macao, and Taiwan who have resided continuously within the Chinese mainland for no more than 183 days.

第三，同一旅客同一天在同一退税商店内购买退税商品的金额不超过5万元人民币。这里所指的境外旅客，涵盖在中国境内连续居住不超过183天的外国友人和港澳台同胞。
