长沙这场推介会，解锁湘非经贸合作新姿势

The Changsha Area of China (Hunan) Pilot Free Trade Zone (PTZ) held a promotion conference on China-Africa economic and trade cooperation in Shanghai on November 6. The event was attended by Chipoka Mulenga, minister of Commerce, Trade and Industry of Zambia; Chibwe Chisala, director of the Zambian Cabinet Office; Seidu Saaka Bakari, director of the Northern Region of Ghana; Stephen Simon Koberou, representative of the Tanzania Chamber of Commerce, Industry and Agriculture; and, Zhou Min, member of the Standing Committee of the CPC Changsha Municipal Committee and secretary of the CPC Working Committee of the Changsha Area of China (Hunan) PTZ.

11月6日，中国（湖南）自由贸易试验区长沙片区中非经贸合作推介会在上海举行。赞比亚商务、贸易和工业部长奇波卡·穆伦加，赞比亚内阁办公室主任奇布韦·奇萨拉，加纳北部地区主任（酋长）塞杜·萨卡·巴卡里，坦桑尼亚工商联代表史蒂芬·西蒙·科伯罗，市委常委、湖南自贸区长沙片区党工委书记周敏出席。

The Changsha Area has been vigorously advancing higher-quality, accelerated cooperation with Africa. Over the past four years, its trade volume with Africa has grown at an average annual rate of 141%. The area has attracted six African political and business institutions, including the Consulate General of Malawi in Changsha, and established key cooperation platforms such as the China-Africa Economic and Trade Headquarters Building. It has launched the International Youth Entrepreneurship Port, facilitating trade worth 1.2 billion CNY with 26 countries. Through reforms in the re-manufactured goods export system, re-manufactured equipment from companies like Sany, Zoomlion, and Sunward has successfully entered African markets. The area upgraded new barter trade with Africa. To date, 207 new barter trade transactions with a total value of 200 million yuan have been completed, placing Hunan at the top in China for Africa-oriented barter trade volume.

自贸区长沙片区大力推动湘非合作提质增速，近4年对非贸易年均增长141%。目前已有马拉维总领事馆等6家非洲政商机构落户，打造了中非经贸总部大厦等重点合作平台；搭建国际青年创业港，与26国达成12亿元贸易往来；通过再制造出口体系改革，三一、中联、山河等企业的再制造设备成功出口非洲；创新对非新型易货贸易，累计完成业务207笔、金额达2亿元，助力湖南成为全国对非易货总额最大省份。

Zhou Min stated that building the Pioneering Zone for In-depth China-Africa Economic and Trade Cooperation is an important mission entrusted to the Changsha Area by the State. Next, Changsha will continue to explore new pathways for trade with Africa; expand institutional opening up in terms of rules, regulations, management, and standards; upgrade diverse consumption models and build a "bringing African products to Hunan" supply chain; and, deepen private-sector economic cooperation between China and Africa, jointly creating a bright future for China-Africa economic and trade collaboration. She warmly invited friends from Africa and entrepreneurs engaged in Africa-related businesses to visit Changsha for inspection and discussions, injecting new momentum into win-win cooperation between China and Africa.

周敏表示，打造中非经贸深度合作先行区是国家赋予长沙片区的重要使命。下一步，长沙将持续探索对非贸易新路径，扩大规则、规制、管理、标准等制度型开放；升级多元消费模式，构建“非品入湘”贸易链；深化中非民营经济合作，共创经贸合作美好未来。她热忱邀请非洲友人和对非企业家赴长沙考察洽谈，为中非合作共赢注入新动能。
